RESPONSIBLE DATA CENTER REGULATION 1 2 4 STRICT RESOURCE & EMISSIONS DISCLOSURES • Publicly report power and water use • Track carbon emissions and chemical waste • Ban secrecy agreements that hide public impacts GRID PROTECTION & ENERGY RESPONSIBILITY • Make developers fund required grid upgrades • Regulate private on-site power generation • Reduce data-center demand during grid emergencies WATER PRESERVATION & COOLING MANDATES • Require closed-loop or liquid cooling systems • Restrict the use of municipal drinking water • Limit thermal and chemical wastewater discharge ZONING & COMMUNITY CONSENT • Guarantee public notice and community input • Enforce strict industrial noise limits • Allow moratoriums while long-term impacts are studied Sheghed
