I've built with 11ty and Lit separetely. Currently considering the best way to build in 11ty with Web Components, and WebC seems the obvious choice, but it has not received a release in 3 years.

@w3things.comPeople often use "Layout" and "Template" interchangeably, but in Eleventy, they're not the same thing:
Layout: reusable/global code (e.g., HTML head or meta tags)
Template: the actual content (e.g., a blog post or main body content)
