The current form of the sand garden dates to renovations in the early Edo period, but a theory has been put forward that the cone originated in Yoshimasa's time.
It may have started as a smaller hillock on which guests could sit to enjoy the moon!

Yoshimasa was the grandson of Ashikaga Yoshimitsu (足利義満), who created Kinkaku-ji (金閣寺 the 'Temple of the Golden Pavilion’).
From the hillside overlooking the temple it would have just about been possible to see the golden pavilion across the city.
