Miliband says he may be able to speed up timetable for
introduction of ban on trade with illegal settlements

Ed Miliband said in his statement it could take up to nine months to
introduce the ban on trade with illegal Israeli settlements. (See 1.50pm.)
The Lib Dems have said the government should act more quickly. Calum
Miller, the Lib Dem foreign affairs spokesperson, said:

" The settlement trade ban is a long overdue step in the right direction, but
ministers now need to move with urgency.

The current extremist Israeli cabinet is racing to establish facts on the ground to
prevent a two-state solution. Liberal Democrats are calling on the government
to introduce emergency legislation to implement this ban without delay.

In the Commons, when asked if the government would be able to act more
quickly, Miliband said this might be possible. He said:

" I want to do this as quickly as possible. And I just say this - six to nine
months is what I've said in the statement, if we can do it quicker, we will."

Conclusion: If this paramilitary operation had had the objective of taking
armed action to seize control of vital infrastructure instead of
demonstrating power, undertaking messaging and testing organisation
and responses regarding future ‘storm’ actions, then it would have had
massive consequences. 9/13

If MI5 and SO15 were aware of the operation being planned, then they
clearly either chose not to inform Kent Police and withheld vital
operational information needed for adequate policing.*

OR

If they were unaware, which indicates a massive intelligence failure,
undermining UK national security. 7/13

* Itis possible that Kent Police were aware of the planned operation and
part of a higher-level security strategy that required them to *appear* to
be unaware and unprepared.

Maybe for reasons of protecting security service moles or allowing
participants to expose their modus operandi, maybe? 8/13

Ahigh level of organisation and coordination requiring extensive
networking and careful communication.

Which makes it all the more surprising *IF* the UK internal security
service (MIS) and Counter Terrorism Command of the Metropolitan
Police (S015) were unaware of the planned ‘storm’ action. 6/13
