Facial disfigurement is a chronic disability. In america until 1974 there were "ugly laws" banning those with physical deformities from public view. While the laws are gone we still deal with discrimination.

that society knows how iniurious such conditions
are to the health and the life of the workers, and
yet does nothing to improve these conditions. That
