Australia reopened this facility in 2012 to hold asylum seekers intercepted at sea, under a policy built so that no boat arrival would ever set foot on Australian soil. Two years after this photograph was taken, a twenty-four-year-old detainee named Hamid Khazaei developed a leg infection that turned to sepsis. Doctors on the island requested his urgent transfer to a hospital in Australia. Immigration officials delayed approval for almost thirty hours. A coroner later ruled the death "preventable," finding the decision had been governed by "bureaucratic and political imperatives" rather than clinical judgment. The centre closed in 2017, after Papua New Guinea's Supreme Court found the detention unconstitutional.
