The devs of the game confirmed that the Idea was thrown around but never even started.

A webcomic exclusive to #Tapas where different artists wrote and drew different portions of the story following a man that can summon nukes. Tapas is in threat of being shut down, so the series risks becoming #LostMedia if not posted elsewhere.

that was finished but didn't release until 20 years later in 2016!

The current game/toolbox is based on the prototype from 1994, that has yet to be fully recovered. Both games try to depict and simulate genuine Order of Likeness experments both from the Hangar and from Swkr. mountains.
