Given Arcadia's origin as a sanctuary for Extinction War refugees and its current status as a main hub for world culture, the city is quite open to migrants. As long as you can reasonably prove that you don't mean the city or its people any harm, you're welcome to stay.

So for my version of Hell, you go to Limbo and await judgement. If you are deemed worthy you will go to heaven, but if not, down you go.

Once in Hell, you are sorted into layers and become a citizen of that layer. Layer hopping is discouraged.

If you're coming to Ulen, you need to bring economic value: a skill or access to a product that no one else has. You'll probably face significant pressure to "partner" with a rich citizen who will expect to profit from you.
Immigrants to other parts of Invarra are usually laborers.

Citizenship works a bit different beneath the sea. Because they don't really view each city as a separate nation state. So house names attached to surnames are what they go by. Mer from other cities come and go from Astara as they please. Applying for citizenship means

For the Commonwealth as a whole? Only civilization in the universe. No known outliers, cuz no individual settlement can survive without trade for long and the Commonwealth will NOT trade with criminals. (Anyone who decides to strike out on their own without a commission…

In Terra Tenebrae, Capria is a very attractive place that many people want to live. Yes, it's crowded & run by a warlord, but also it's probably the safest place on the continent. However, Julius has a Reputation, so many feel the relative safety isn't worth living under a dictator.🧵

#Septopolis 25: Citizenship and belonging

Citizenship is not a nomari concept. The nomari belong to their noms, to their queen/Queen, whether this is by birth or acquisition. Adherence to a queen is a warrior's membership. All workers adhere to the nom as a social structure.

Most citizens of the Sunrise Kingdom are born there. Because of its origins as a "safe harbor," it's still resistant to outsiders - not actively hostile, but if you immigrate from elsewhere (with some exceptions), there is a bureaucratic struggle to be had. #Septopolis

One of the advantages to Worldbuilding a society that is all one State is that the idea of citizenship doesn’t really come up… everyone is an Alliance Citizen, cause there’s no where else to live. I mean, you could try setting out on your own but you’re gonna get pretty dead pretty quick

Because of the walkability of the city, there are plenty of places for people to meet. Small parks, little shops, cafes, performance halls.

#Septopolis citizenship is a weird subject. On the one hand: the priests welcomed all who came to Amperion, and ministered to them as needed. When the temple began to lose power, systems were discussed but nothing concrete implemented.

Xolotl rules Tzin City and his enforcers are the DPM (Dead People Management) officers.

Every team is accompanied with a dog And a Will-O-Wisp.

Mainly, they're trying to stop the rum running because it's how Xochitl is being snuggled in to kill the dead.

#Septopolis 25. Or̉el̉īs is a beautiful, orderly prison. Think life here sucks and want to leave? Bad news, mate. You were born here, you'll live here your entire life unless you manage to escape. Alorvu may be seen as inferior, as not true citizens, yet they can't leave 🧵

There's no city citizenship, and everyone is free to move around the country as they wish so if you're a citizen of the country you just find some accommodation (or not) and move in.
The country assumes that everyone born within its borders are citizens, but they can't
