Yes. Magic can help manage symptoms, enhance healing and abilities, but it doesn't cure disabilities. And magic takes energy, so it's not unlimited (and also, not everyone has access to magic, or the kind of magic they need or want).

Depends where.
The area that's community-based has accommodations and aids with no access restrictions because the community provides and cares for its members.
Most other areas have accommodations for gods, but humans get the crappy stuff and are an afterthought.
