It was never designed to give power to Scottish Nationalists & #SNP Gov. It's amazing SNP have ruled #Scotland for last 20 years.

#SNP has the power to increase Council Tax for the very rich & cancel Council tax for poor in the schemes.
Cancelling council tax for poorest bands would reduce child poverty & poverty in general.
So why don't they?
