An #ExportBan wouldn't help the Great Lakes at all. Michigan's problem is that Exxon's Joliet plant lost power and BP Whiting is partially down. No amount of trapped Gulf Coast barrels fixes that, because the Midwest isn't supplied by export terminals. So there.
