Portland's facility operates under a city land-use permit that prohibits holding anyone overnight or longer than twelve hours. There is nowhere for people to stay there, which is precisely the function this bus performs. It moves them somewhere that will.

As of August 2026, the Tacoma facility held 1,458 people and had seen twenty separate hunger strikes that year, the most recent involving more than 140 detainees, protesting food they described as containing "burned plastic, metal string, rope, splinters, hair, and worms." GEO Group has reportedly blocked Washington state health inspectors from entering the facility since a 2023 state law gave them the authority to do so.

In October 2024, a 36-year-old Mexican national named Jose Manuel Sanchez-Castro died in the facility's medical housing unit, five days after being booked. A 911 call placed by a nurse described him as withdrawing from fentanyl, found unresponsive and face down in his room. His cause of death remains formally disputed; his widow and the Northwest Immigrant Rights Project have since sued, alleging ICE and GEO failed to follow their own protocols for detainees in medical crisis. He was the second person to die at the facility that year, and the fourth since 2006.
