Jülide Yazıcı, a Marxist militant, contributor to the review Teori ve Politika (Theory and politics), teacher, and Ph. D. candidate from Turkey, has been living as a political refugee in France for the past seven years. She is currently subject to extradition proceedings initiated by Albania in response to a request submitted by Turkey, which made unwarranted use of Interpol notices in order to bring about her arrest. In Turkey, she faces baseless accusations of terrorism that have been leveled by the Turkish state to punish her for her involvement in the Kurdish movement. Because of her political commitments, extradition to Turkey would expose Jülide to the risk of persecution and cruel and inhuman treatment. She is currently being held in a prison in the village of Pojska near the city of Pogradec close to the Albanian-North Macedonian border, where she is to remain for the duration of the extradition proceedings. Hundreds of individuals and organizations have signed a petition in her support. All are deeply concerned by her situation.
France has granted Jülide political refugee status. This brings with it obligations arising from the 1951 Geneva Convention, including, in particular, respect for the principle of non-refoulement, which prohibits returning a person to a state in which he or she risks persecution and torture. What is at stake in Jülide's case is plainly a political, not a legal matter. The French state is under an obligation to protect all those to whom it has accorded political refugee status. We therefore demand that it take a position on the ongoing extradition proceedings and express a wish to see Jülide return to France.
We call on the Albanian authorities to reject any and all demands for Jülide's extradition in view of France's recognition of her status as a refugee, and to fully comply with their obligations arising from the 1951 Geneva Convention, the European Convention on Human Rights and the principle of non-refoulement
