Fixed caching on my personal gitlab runners. Watched a build that took 10 minutes go to… 80 seconds.

I also realized that most of that 10 minutes was just running `cargo install cargo-binstall`.

Slowest runner is a 2014 Mac Mini, app is written in #rust.
